ABSTRACT

The COVID-19 pandemic has had an impact on MSMEs, especially in the food and beverage sector, creative industries and agriculture, both in terms of sales, financing, distribution of goods and the difficulty of raw materials. In 2019, the Creative Economy Agency established Denpasar City (the capital city of Bali Province) as one of ten Creative Regencies/Cities in Indonesia with the leading sub-sector of fashion. The development of the leading fashion sub-sector in Denpasar City is certainly inseparable from the role of MSMEs in the fashion sector, where MSME fashion in Denpasar City is the largest compared to other sectors. The purpose of this study was to analyze the mitigation strategy of fashion SMEs affected by the COVID-19 pandemic. This research is exploratory research, where data is collected through FGD instruments. Furthermore, the collected data is analyzed using prospective analysis techniques with MULTIPOL tools that can help develop a policy path based on scenarios, policies, criteria, and actions. The scenario of fashion SMEs in Bali is divided into ethnic fashion SMEs and non-ethnic fashion SMEs. In ethnic fashion SMEs, the superior policy is the policy of strengthening capital, followed by establishing partnerships. use of digital technology, and finally market orientation outside Bali. Meanwhile, for non-ethnic fashion SMEs, what is superior is the policy of establishing partnerships, followed by market orientation policies outside Bali, the use of digital technology and strengthening capital. Online marketing action excels in all policies, followed by product development and forward and backward integration.

ABSTRACT

The Covid-19 pandemic has had a domino effect on various sectors, both macro and micro. Traditional fishermen in Kedonganan Village (which is a coastal area and a well-known tourist destination in Bali) have also experienced a decline in tourism activities, especially related to limited funding. The purpose of this research is to improve the welfare of fishery entrepreneurs in Kedonganan Village after Covid-19 through an inclusive financing model in the perspective of the Village Credit Institution. This type of research is qualitative research by analyzing data with existing theories to dissect research problems. The data analysis technique used in this research is qualitative data analysis. Based on the results of data analysis, it can be concluded that traditional fishermen in Kedonganan Village feel helped by financial assistance (capital) for individuals, but cannot be given to fishing groups because they do not have formal legal elements. The beneficiary fishermen also stated their readiness to increase their business, one of which was through increasing working time, so that credit installments could be paid. In addition, the assistance of fishing gear facilities and infrastructure (including software applications) as well as institutional empowerment has been able to improve the welfare of fishery entrepreneurs.

ABSTRACT

Tourism is a leading sector that makes an important contribution to regional economic growth in the Province of Bali. During the global COVID-19 pandemic, Bali tourism experienced a very drastic decline. The COVID-19 pandemic has an impact on all industries, including the tourism industry. This study aims to formulate a recovery strategy for the tourism industry in Bali Province in the short, medium and long term, in the New Normal Era. The type of data that will be used is perception data and existing data so that the analytical method used in this study is a quantitative approach in the form of descriptive qualitative and SWOT. Based on the results of data analysis, it can be concluded that each penta-helix element plays an important role in efforts to recover Bali tourism in the new normal era according to its authority and capability. Strategies/policies that are considered as short-term priorities are the provision of subsidized interest and credit restructuring. Meanwhile, what is considered a priority for the medium term is the organization of international events as well as training and internship cooperation for tourism human resources and the creative economy. The penta-helix element generally considers strengthening access and strengthening attractions as long-term priorities. © 2022 Editura Universitatii din Oradea. All rights reserved.

ABSTRACT

The province of Bali, which relies on tourism as a driving force for the economy, is certainly very affected by the COVID-19 pandemic. The decline in foreign tourist arrivals to Bali has made the government and tourism actors begin to look at domestic tourists. Given the existence of tourism sector workers who return to the village, the development of tourist villages through the participation of local communities is very potential to be developed. The purpose of this research is to develop a policy framework for the development of custom villages as digital-based tourism villages that are able to adapt to the new normal era. This study used a MULTIPOL prospective analysis, where data were collected through FGDs. The policies analyzed are tourism village policies and digital villages, both in supply side and demand side scenarios. The results show that in the tourism village policy, the program arrangement of tourist objects/attractions is a priority. Meanwhile, in digital village policies, the development and improvement of information network programs are important.
